Deana Lykins, Esq, as President of the Insurance Council of New Jersey (ICNJ),
oversees the general operations of the organization and serves as primary
spokesperson for New Jersey's property and casualty insurance industry.
Prior to joining ICNJ, Deana was a Principal in her own Trenton lobbying firm,
where she specialized in insurance, banking and general business lobbying. In this
capacity, she developed and managed legislative strategy, educated policy makers
on client issues and maintained vital relationships within the Legislative and
Executive branches of New Jersey government.
Among her significant previous positions, Deana served as National State
Government Policy Manager to a New Jersey pharmaceutical company and as Deputy
Counsel and Senate Commerce Committee aide to the New Jersey Senate Majority.
At the Senate, Deana advised legislators on all areas of commerce including
insurance regulation, consumer affairs, regulated professions, banking and
telecommunications.
Deana also worked with the non-partisan staff of the New Jersey Legislature as
Deputy Counsel staffing the Senate Labor Committee and as Special Assistant to the
Executive Director. Deana began her career as a research associate for the Council
of State Governments. In this position, she staffed four national associations.
In 2005, Deana was named to the Annual HealthSense Listing of New Jersey's
50 Most Influential Players in the Political Healthcare Arena. In 2006, Deana was
named to Governor Corzine's Transition Team, sitting on the Budget and
Reengineering Government Policy Work Group.
Deana Lykins has a law degree from the Washington College of Law, American
University and a Bachelor of Arts degree in Journalism and Advertising from the
University of Kentucky.

As Vice President of the Insurance Council of New Jersey, Chuck is responsible for the organization's legislative and regulatory lobbying
efforts in Trenton. Prior to joining ICNJ, he served as Assistant Vice President for the New Jersey Cable Telecommunications Association
where he interacted with legislators and executive and legislative members on legislative initiatives relating to the cable television industry.
Chuck brings an extensive legislative and communications background to ICNJ. Chuck spent 13 years with the Assembly Republican Office,
successfully working on major bipartisan initiatives relating to a variety of issues. He served as deputy director of communications under
Assembly Speaker Chuck Haytaian and later as
communications director and chief spokesman for Speaker
Jack Collins. Chuck coordinated all of the media-related
activities and speechwriting for the office while also
cultivating bipartisan press opportunities. During his
tenure, he also served as one of the media liaisons for
the special bipartisan committee that drafted the Auto
Insurance Cost Reduction Act of 1998.
Chuck started his professional career as a part-time
sportswriter with the North Jersey Herald-News before
accepting a full-time position as a news reporter
covering municipal and county government - earning a
first-place award from the North Jersey Press
Association for investigative reporting. He also spent
several years in the paper's Trenton bureau reporting on
state government and politics.
He is a graduate of Rutgers University-Newark with a
B.A. in English/Journalism and a minor in history. Chuck
resides in Montville Township with his wife Sharon and
two sons, Eddie and Colin.

Director, Communications

As Director, Communications for the Insurance Council of
New Jersey, Rachael is the principal writer and editor
of ICNJ publications and consumer press releases. She
also serves as spokesperson for ICNJ on consumer
education topics and conducts issues research on behalf
of the Council. Prior to being named Director,
Communications, Rachael served as the Council’s
Supervisor, Consumer Education & Research, managing the
group's consumer education programs and projects. She
joined the staff of the Insurance Council (formerly the
New Jersey Insurance News Service) as Editor after two
years with the public relations firm of Coleman & Pellet
Inc. At Coleman & Pellet she served as Staff Assistant
and Project Coordinator for the News Service where she
monitored media activity and was responsible for the
"Sure Talk" speakers bureau.
Rachael, who holds a Bachelor's Degree from the
University of Richmond, was one of the first students to
graduate from the University's Jepson School of
Leadership Studies. The Jepson School is the first to
offer an undergraduate degree in leadership. In
addition, Rachael earned her Master of Science degree in
Education from the University of Pennsylvania.
Outside of work, Rachael serves on the Alumni
Recruitment Committee for the University of Richmond,
assisting the University with admissions activities in
Southern New Jersey, the Philadelphia area and Delaware.
She resides in Mickleton, New Jersey with her husband
Bob and two daughters, Amanda and Erin.
